JOB ADVERTISEMENT – TECHNICAL ADVISOR – GENDER EQUALITY
The GIZ global project “Employment in rural areas with focus on youth” is part of the special initiative “Transformation of Agri-Food Systems” commissioned by the German federal Ministry of Economic Cooperation and Development (BMZ) and co-funded by the Royal Norwegian Embassy Lilongwe (RNE), the project is aimed at improving the employment, income and training opportunities in the agri-food sector in rural areas with a special focus on the youth and women target group. To reach its aims, the project applies the so-called integrated approach to employment promotion. This is an innovative approach which focuses on creating additional employment opportunities, improving training and qualification and link labor supply and demand in rural areas on the basis of specific needs and interests of young people.
The focus intervention areas in Malawi are:
1. Improved qualification of women and youth for the agricultural and agri-food sector, with a specific focus on women
2. Increasing new and supplementary job opportunities through support to MSMEs, smallholders and start-up creation as well as development partnerships with the private sector
3. Improved framework conditions and integration of young people into rural labor markets through innovative (digital) matching activities
In Malawi the project is implemented with the Ministry of Trade and Industry (MoTI) and in close collaboration with the Ministry of Labor (MoL). Implementation areas are nationwide with more concentration in the central region of Malawi.
The Gender Equality Advisor has the following responsibilities:
a. Advise partners on interventions geared towards gender-transformative change in ATVET measures and on project implementation in general.
b. Give guidance on how to involve the private sector in the capacity development of training provider institutions e.g. on gender-transformative agribusiness management
c. Advise on integration of Gender Transformative Approach – Gender Makes Business Sense into the training measures
d. Support partners to ensure internship or practical training is done in an organised manner.
e. In collaboration with the finance and administration team, ensure partners implement their workplans as funded by GIZ.
f. Ensure partners submit relevant documents including the funding requests timely to ensure continuous implementation of the project.
g. Contribute to report writing and input into other technical documents necessary for the implementation of the project.
h. Support implementing partners on both the GmBS and curriculum implementation proposal writing, payment plans and implementation of workplans.
i. Monitor the work of partners to ensure quality and timely implementation.
j. Ensure the GmBS is adopted by other partners in the region without waiting for GIZ funding, this includes ensuring some district councils have integrated the GmBS in their district development plans.
k. Advise on how to adjust existing ATVET training measures to reflect a gender-transformative change content and training methods, whilst ensuring trainings are carried out in appropriate training environment.
l. Advise on the process of conducting post training assessments such as tracer studies and GmBS end line study through Women Empowerment Indicator in Agriculture (Pro-WEIA) as a feedback mechanism on how the Gender Transformative Change and Agribusiness training measures have impacted the target group
m. Consolidate the country experiences and knowledge and develop and/or contribute to knowledge management products and events at Global level.
n. Actively participate and provide technical input in national, AgriTVET, EYA! ATVET, and global meetings and events.
o. Coordinate implementation of the project in the assigned region flowing from the operational and annual Plans.
p. Ensure good communication between stakeholders with regard to the project implementation in the regions
a. Support of management and quality assurance
b. From the project implementation plan, draft own regional workplans based on the targets indicated in the annual plans.
c. Draft progress reports and share progress updates with DEC and other stakeholders.
d. Provide technical inputs at team meetings, workshops and retreats as well as program documents.
e. Advise the Program Component Manager and Project Staff on regional matters that can have an impact on the implementation of the project.
B1. Technical Project Implementation.
a. In conjunction with beneficiaries and partners, plan and schedule site visits.
b. Provide technical guidance to partners, mentors, facilitators and Agripreneurs in the field
c. Research and stay abreast of appropriate technology and new developments in the provision of advisory services to Agripreneurs
d. Support research-related activities that may be necessary within the project either through consultants or project team
e. Support training of GmBS facilitators, mentors and Agripreneurs
f. Monitor performance of business mentorship.
g. Lead the mobilization of agripreneurs and potential students for GmBS and curriculum implementation.
h. Conduct monitoring visits and participate in program reviews.
B2. Project management and coordination
a. Ensure GIZ compliance in administrative functions, logistics and procurement including fuel and car maintenance, logbooks
b. Support the Head of Administration in any way applicable to the region
c. Inventory maintenance
d. Be good steward of project resources.
e. Execute any other task as assigned by the Programme Component Manager from time to time.
C. COMMUNICATION AND KNOWLEDGE MANAGEMENT
a. Get an overview of stakeholders and opportunities for synergy at the regional level
b. Participate in regional event with regard to the project implementation including promoting sectoral dialogue.
c. Share relevant information on key achievements of the project.
d. Provide relevant information from the regions for knowledge products on the project
e. Collaborate with other GIZ projects on integration of GmBS.
