Assignment Title: Environmental Specialist
The Government of Malawi (GoM) has obtained a loan and grant from the African Development Fund and OPEC Fund under the SADC Sub Regional Transport and Trade Facilitation Project to improve SADC sub-region transportation and trade facilitation along the North-South Corridor in Malawi, through Mozambique to the Port of Mtwara. The project development objective is to enhance competitiveness and socioeconomic integration between Malawi and Mozambique by improving SADC sub-region transportation and trade facilitation along the North-South Corridor in Malawi, through Mozambique to the Port of Mtwara, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include consultancy services as an Environmental Specialist for the Project.
The assignment will be for 2 years renewable up to a maximum of 4 years in total.
2. The Roads Authority now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for the position.
The short listing criteria are:
A Master’s Degree in Environmental Sciences, Environmental Engineering, Social Sciences; Environmental Policy and Analysis; Environmental Management and economics;
A minimum of 8 years of experience in the field of environmental management at National level or international organization, and donor projects handling environmental and social aspects of planning, assessing and managing civil works projects of various scale;
Have thorough working knowledge of African Development Bank environmental and social safeguards policies, especially Environmental Assessment, Involuntary Resettlement and Grievance Redress Mechanism; and have demonstrated experience in successfully preparing ESIAs, ESMPs and RAPs by Bank standard, social policies and regulations of Malawi;
Have experience with designing and delivering capacity building programs;
Be familiar with environmental, social and economic conditions prevailing in Malawi or similar African countries;
Have excellent oral and written communication skills in English, as well as team participation and management skills;
Strong organizational and communication skills and ability to interface with grass roots, district and sector players in the discipline;
Demonstrated Computer Skill (Proficiency in using computer desktop application MS Office (Word, Excel, and Power Point); and
Highly motivated with a positive attitude and energy.
