Assignment Title: Social Safeguards Specialist
The Government of Malawi (GoM) has obtained a loan and grant from the African Development Fund and OPEC Fund under the SADC Sub Regional Transport and Trade Facilitation Project to improve SADC sub-region transportation and trade facilitation along the North-South Corridor in Malawi, through Mozambique to the Port of Mtwara. The project development objective is to enhance competitiveness and socio-economic integration between Malawi and Mozambique by improving SADC sub-region transportation and trade facilitation along the North-South Corridor in Malawi, through Mozambique to the Port of Mtwara and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include consultancy services as a Social Safeguards Specialistfor the Project.
The assignment will be for 2 years renewable up to a maximum of 4 years in total.
2. The Roads Authority now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for the position.
The shortlisting criteria are:
At least a bachelor’s degree in Social Sciences such as Sociology, Social Development, Development Studies or other areas relevant to the assignment and strong analytical skills. Master’s degree will be an advantage;
At least 5 years of experience in social management and monitoring of transport projects or engineering projects especially in the road sector or similar large infrastructure works/projects; experience with international development organizations in developing countries, preferably in Africa;
Have thorough working knowledge of African Development Bank environmental and social safeguards policies, especially Environmental Assessment, Involuntary Resettlement and Pest Management; and have demonstrated experience in successfully preparing ESIAs, ESMPs and RAPs by African Development Bank standard;
Knowledge of social development issues associated with large projects;
Knowledge of similar international donor social development guidelines and safeguard policies;
Familiarity with Government of Malawi standard procedures and practices with regards to infrastructure construction projects will be a plus; thorough understanding of social regulatory framework will be a plus;
Fluency in English is required and knowledge of local languages is an advantage;
Excellent oral and written communication skills;
Computer literacy essential;
