Assignment Title: Procurement Specialist
The Government of Malawi (GoM) has obtained a loan and grant from the African Development Fund and OPEC Fund under the SADC Sub Regional Transport and Trade Facilitation Project to improve SADC sub-region transportation and trade facilitation along the North-South Corridor in Malawi, through Mozambique to the Port of Mtwara. The project development objective is to enhance competitiveness and socioeconomic integration between Malawi and Mozambique by improving SADC sub-region transportation and trade facilitation along the North-South Corridor in Malawi, through Mozambique to the Port of Mtwara. and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include consultancy services as a Procurement Specialist for the Project. The assignment will be for 2 years renewable up to a maximum of 4 years in total.
2. The Roads Authority now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for the position.
3. The short listing criteria are:
A Bachelor’s degree in Procurement, Civil Engineering, Business Management, Public Administration, Law or closely related field. Post-graduation degrees and attendance of procurement related trainings is highly desirable;
A professional qualification in procurement from recognized institutions (such as the Chartered Institute of Purchasing and Supply (CIPS) will be an added advantage;
A minimum of Eight (7) years of post-qualification experience in works procurement and contract management in the public sector with at least five (5) years work experience in a donor funded project such as those funded by the African Development Bank or a Multilateral Development Bank with a similar procurement framework Working knowledge of the Government of Malawi’s Public Procurement law and procedures;
Prior participation in short training courses on the African Development Bank and familiarity with procurement policies, evaluation procedures and reporting, as well as preparation of specific documents based on African Development Bank standards and models will be an advantage;
Ability to communicate effectively (written and oral) in English;
Good computer skills and proficient in the use of Microsoft Office (Excel, Word and PowerPoint, etc.);
Proven analytical skills, including the ability to provide insightful analysis on hiring;
Ability to work in teams and articulation with public and private entities;
Highly motivated with excellent planning, analytical, communications and interpersonal skills as well as a high level of diplomacy;
Upholding of anti-corruption and anti-bribery ethics.
