Reports to: The Deputy Director Epidemiology (Public Health Institute of Malawi), and will function in close liaison with the M&E Director for Jhpiego and PHIM Technical Advisor for ITECH

Summary Job Description

In close coordination with Head of Epidemiology & Surveillance, Head of Emergency Preparedness and Response, and other stakeholders within PHIM, the incumbent will review electronic Integrated Disease Surveillance and Response (IDSR) systems and make recommendations on how to improve software for data collection, and data management to allow real time use and flow of information from patient-level facility-based systems to the sub-national and national levels.  He/she will ensure the presence of adequate administrative controls, security, documentation, information and data quality, procedural efficiencies and adherence to internationally recognized standards in IDSR.

Roles and Responsibilities

• Manage Health Management Information Systems (HMIS) project activities related to data management and organization, project management and documentation from infancy to maturity, makes regular site visits.
• Develop or modify IDSR electronic systems.
• Provide technical advice, briefings, and on-the-job training to the Ministry of Health, other governmental and non-governmental organizations and implementing partners to demonstrate improved systems selection, ensure ease of use and facilitate interoperability.
• He/she will be responsible  for oversight, design, and implementation of a series of practical training courses for various target audiences on HMIS project management, comprehensive system documentation (e.g., requirements, design, test plans, etc), using health information systems interface and database, assessing, monitoring and improving data quality, rigorous application quality assurance testing.
• Facilitates necessary consultations with key stakeholders to inform system improvements.

Required Qualifications, experience and competencies

• Master’s degree in one of the following disciplines is required:  Public Health Informatics, Information Science, Development Studies, Health Information Management, Computer Science; Information Systems Certificate in HIS from Ministry of Health.
• More than five years of experience in designing, developing, implementing and maintaining information management systems.
• Specialization in optimizing data organization, project management, comprehensive documentation, rigorous system quality assurance and systems architecture, that support and evaluate health-related program activities is required.
• Experience in designing and developing electronic IDSR systems is an added advantage.
