The GIZ global project “Employment in rural areas with focus on youth” is part of the special initiative “Transformation of Agri-Food Systems” commissioned by the German federal Ministry of Economic Cooperation and Development (BMZ) and co-funded by the Royal Norwegian Embassy Lilongwe (RNE). In Malawi the project is called EYA! ATVET – Empowering Youth and Women in Agribusiness. The project is aimed at improving the employment, income and training opportunities in the agri-food sector in rural areas with a special focus on the youth and women target group. To reach its aims, the project applies the so-called integrated approach to employment promotion. This is an innovative approach which focuses on creating additional employment opportunities, improving training and qualification and link labor supply and demand in rural areas on the basis of specific needs and interests of young people.
The focus intervention areas in Malawi are:
1. Improved qualification of women and youth for the agricultural and agri-food sector, with a specific focus on women
2. Increasing new and supplementary job opportunities through support to MSMEs, smallholders and start-up creation as well as development partnerships with the private sector
3. Improved framework conditions and integration of young people into rural labor markets through innovative (digital) matching activities
In Malawi the project is implemented with the Ministry of Trade and Industry (MoTI) and in close collaboration with the Ministry of Labour (MoL). Implementation areas are nationwide with more concentration in the central region of Malawi.
The Monitoring & Evaluation intern (m/f) will assist with implementing the project’s M&E system through various activities carried out in EYA! ATVET. He/she will do this in close collaboration with the M&E experts and the Technical Advisor for Start-up promotion and ICT Innovation. The Intern should be able to support the monitoring of the activities and capture the technical progress of the project at output and outcome levels. He or she will be responsible for assisting in (digital) data collection, analysis, visualization, reporting and communication of results. To fulfill these tasks, the M&E intern will also collaborate closely with project implementing partners and support in implementing M&E related activities. In addition, the M&E intern will contribute to the organization and structuring of information and specifically data on the digital M&E platform in the global project and support the project’s communication on ongoing activities.
a. Assist implementation and management of the project’s M&E system
b. Assist implementation of processes and tools for results-based, gender-sensitive and conflict-sensitive (based on do no harm principles) monitoring of the projects’ progress and achievements based on the overall M&E framework of the global project, as well as the specific activities’ M&E frameworks and in line with GIZ Responsible Data Guidelines
c. Ensure there is data quality of transmitted information, especially quantitative data
d. Assist in advising external consultants and implementing partners on their contribution to the project’s M&E system and assure quality and completeness of transmitted data on activities and results
e. Continuously support implementing partners in the improvement of their monitoring activities and tracer systems, strengthen their capacities in the management and use of these systems
f. Assist in coordinating data collection in the field in collaboration with relevant stakeholders (regional and local authorities, project team, implementing partners, private partners, target groups, civil society) and ensure quality of collected data, data processing and analysis for the baseline-studies as well as constant follow-ups
g. Collate data on activities and results, especially on the digital M&E platform TolaData.com
h. Visualize collated data using digital data visualization platforms used by the project
i. Support project activities in the writing of success stories for internal and external use; publish success stories on SharePoint and other GIZ approved platforms.
j. Invite work with relevant stakeholders (i.e, journalist, technocrats, development cooperations etc) for special program activities such as launches, graduation ceremonies etc.
k. Work together with the Project’s M&E experts and Communication focal person to execute any other duties as may be assigned from time to time.
a. Follow trends, discussions and best practice of ICT4M&E in the country and region and insert information in exchange formats within GIZ and with partners
b. Support the design of communication material on the achieved results and impacts using EYA! corporate design (e.g. success stories, video clips, fact sheets, brochures, banners, flyers, stickers and etc) in close collaboration with the communication focal person and M&E experts
c. Actively contribute to a knowledge exchange with M&E-officers of GIZ projects within the Cluster in GIZ Malawi through the M&E cluster Technical Working Group
a. Relevant Bachelor’s degree in Economics, social sciences, agricultural studies, development studies, related field) of a recognized institute
b. Basic knowledge of results-based monitoring and evaluation methodologies and approaches in international development cooperation
a. First experience in digital data collection, processing and analysis
b. Desirable: experiences in applied field research in agriculture or rural development with link to youth employment promotion
c. Desirable: experience in digital data collection tools.
d. Have very strong organizational and networking skills, ability to work as part of an international team
e. Fluency in both written and spoken English and spoken Chichewa are a must, additional local languages are an advantage
f. Very good skills in data organisation, analysis and visualisation with MS Excel, and good IT skills, especially Microsoft Word, Power Point, desirable: experience in using MS Teams
g. Experience using ICT based applications for data collection (e.g. KoboToolbox, ODK)
h. Knowledge of descriptive statistics, basic inferential statistics and statistical software (e.g. R) is an asset
