Site Supervisor – Lilongwe Full Time

Main Purpose:

The Site Supervisor (SS) is responsible for all Storage & Handling operations and Bulk Vehicle delivery services at the depot. He/she is to maintain the depot operations ensuring that the products sold are handled, stored and delivered meeting the required mandated standards, and the facilities operations are to conform to all PUMA stringent standards, local legislation, SAP requirements and the latest Puma HSSE standards. He/she is to ensure that the depot is managed efficiently and safely.

KEY RESPONSIBILITIES

HSE

  • ZERO accidents, Contaminations and spillage
  • The Site Supervisor (SS) is the depot HSSE Coordinator and accountable for all HSSE aspects on the operation in accordance with the Puma HSSE Policy, operations procedures, SAPS Manual and Legislated standards.
  • The Site Supervisor (SS) is to ensure that the depot meets all its HSSE Objectives and depot maintenance requirements, as stated below:
  • Accountable for leading the implementation of the Safety Management System (SAPS) through culture change to achieve desired SAPS level. Designing procedures and work processes to ensure proper and safe work methods.
  • Ensuring that the depot operations comply with the applicable industrial, statutory and municipal standards, laws and regulations.
  • Ensure Monthly meetings are done and minutes, action are shared
  • Ensure Monthly drills are done and minutes, action plans are shared
  • Ensuring that all incidents and accidents and operational issues are investigated to establish root causes and implement correction actions to prevent future occurrence.
  • Establish Depot HSSE KPI’s and targets and monitor progress towards agreed KPI’s and HSSE goals.
  • Review Depot HSSE monthly performance and determine corrective action plans.
  • Conduct depot equipment pre-use checks every morning before operations commence
  • Submit 2 Unsafe conditions/Act reports each month.

Storage & Handling

  • Directs the S&H Team at the Depot on HSSE to ensure adherence to legislation and HSSE Puma policy
  • Ensures that bulk fuel receipts (rail or road) and storage at the depot/terminal is carried out according to requirements of Puma Operating Procedures & that all critical task procedures are consistently adhered to.
  • Manage product loss/gain during receipt and storage with object of keeping in-transit & storage loss/gain within tolerance and report to depot manager is loss/gain are above 300 Litres
  • Manages product quality of all bulk fuels during S&H stewardship.
  • Accountable for effective housekeeping for the depot
  • Witnessing storage tank dipping daily and process the stocks in TMS and circulate stock report by 8am
  • Conduct pre-vehicle entry checks on all trucks before allowing them entry into the terminal to ensure that they comply with the minimum standards
  • Ensure that all parameters required in calculation of volumes are accurately measured and recorded.
  • Record truck loading records properly and ensure that meter movements are reconciled before submitting data to the Assistant Depot Manager.
  • Ensure that seals issued to the gantry are properly recorded and reconciled each day.
  • Reconcile volumes loading against the bill of ladings (BOLs) obtain from the Assistant Depot Manager.
  • Always load product as per the instructions given by the Assistant Depot Manager.
  • Ensure that right valves and pipelines are opened and locked during depot operations each day.
  • Ensure accurate loadings, dips and volumes are recorded at all times
  • Ensure that Quality control is done on all offloading trucks: thus correct density, Temperature and water check
  • Ensure all receipts are documented properly on the delivery note without errors and signed for.
  • Ensure all receipts are capture in TMS daily without fail

People Management

  • Report for duties in good time
  • Ensure that all trucks planned to be offloaded are offloaded on time.
  • Ensure that loading of Trucks together with BVOs is done on time.
  • Plan tank dipping exercise to achieve a daily submission of dips.
  • Achieve 100% error free data from gantry records.
  • Be available during odd hours or during weekend if requested do so.
  • Follow up on fatigue management with the Assistant Depot Manager

Relationship Management

  • Provide feedback to team leaders on all assignments
  • Ensure seamless communication all the time.
  • Be approachable and take positively when criticized on poor performance on HSE and operations.

REQUIREMENTS

Mandatory Education

  • A diploma/Degree in any Technical field and experience in storage & handling experience and bulk vehicle operations is an added advantage.

Experience

  • Proven staff management skills are essential.
  • Work experience in a technical field in S&H and BV operations is an added advantage.
  • Product quality control of ground fuels
  • Proven track records as being able to self-manage, motivate and coach others.

Skill

  • Knowledge of Microsoft Office, safety standards, operating procedures and regulations.
  • Home language with excellent English communication skills,

  • Good leadership skills, communication and organizational skills.
  • Strong initiative and independence.
  • Proficient networker both in-house and externally
