Meal Coordinator Full Time

Reporting to the Executive director. The MEAL Coordinator’s goal is to adopt a system or develop the monitoring and evaluation system, promoting quality and accountability, and strengthen learning and reporting of Rays of Hope Organization activities in line with Rays of Hope. The job demands collaboration with key partners at the community and district levels, and quality coordination with the rest of the teams in Mchinji, Ntchisi, Blantyre Urban and Rural, Thyolo and Zomba, Neno, Mwanza, Chikwawa and Nsanje.

I.                             MEAL Coordination and Implementation

• Coordinate with all the MEAL officers in partner organizations and facilitate MEAL functions acrossthe four organizations so that, regionally, the project has a uniform results based managementframework.
• Ensure that non-MEAL staff demonstrate comprehension and application of MEAL processes in theirdaily work
• Develop guidance and standards methodologies for the collection and analysis of data to allow forcomparison and aggregation across time and the different countries
• Diligent in keeping the Result Frameworks and MEAL tools updated for all the countries across theregion
• Provide leadership in tracking, monitoring, and documenting the project’s indicators and make timelyreports
• Ensure that the MEAL system collects data that is inclusive and provides signals for adaptivemanagement.
• Enforce accountability among all the partners to implement activities using agreed PIESEA standardMEAL procedures and processes.
• Encourage data-driven and evidence-based decision culture through the production of monthly accuratedata for team’s use.
• Build formative evidence from MEAL reports, assessments and analysis to inform Program Director foradaptive management and other program design iterations.
• Support to program and meal teams with refining and interpreting the results framework, theory of change, log frame and meal plan including indicators for existing and new projects
• Lead in ensuring effective coordination of MEAL led monitoring, assessments, surveys, evaluations,analysis, and dissemination of findings.
• Ensure that the project timely provides feedback as part of our accountability framework to projectparticipants and financiers.
• Facilitate project learning and reflection meetings in support of outcome harvesting.
• Provide the necessary and needed MEAL support to PIESE teams across the three countries to elevatethe inclusive education agenda
• Conduct regular site visits or when required to monitor service provision and ensure data quality.
• Develop tor for internal and external baseline survey, mid-term evaluations, final evaluations andframe the different types of study questions such as barrier analysis, market analysis, knowledge,attitudes, and practices surveys (KAP)

II.                         Partners’ Support and Compliance

• In coordination with the program teams and meal field focal points, establish a reliable participatorymeal framework for the project to ensure quality implementation.
• The MEAL Specialist shall make it possible for all the project teams to be aware of all the MEAL tools andminimum standard for the project.
• The Specialist shall establish on the job coaching and feedback loop targeting MEAL Officers in therespective partners.
• The Specialist shall offer constructive feedback on MEAL outputs to partner MEAL officers and trackrelated issues to provide necessary support.
• The Specialist shall lead MEAL section of the partnership review meetings and processes.
• The Specialist shall develop and drive a feasible skill strengthening plan for partners in the consortium onidentified gaps in organizational MEAL functions.
• The Specialist shall employ quality assurance into the MEAL function and engage staff and partners to abide by it while encouraging an open reflection and improvement culture.
• The Specialist shall organize monthly meetings with partners’ program and MEAL focal persons insupport of the monitoring processes.

III.                     Team Management

• The specialist shall lead performance review process and will advise the CoP and the steering committeeon any performance concerns.
• The incumbent shall identify training needs of the project staff across the partners and conduct trainings to address the capacity gaps, in collaboration with the respective partners’ focal point persons.
• The Specialist shall offer capacity strengthening exercises to the MEAL project team across the partnersand integrate it around the inclusive education agenda with Eastern Africa in mind.
• The Specialist shall always rely on experience and use his/her discretion to manage the team and workload through quality delegation, micro and macro management to achieve goals efficiently.
• Represent PIESEA in external meetings when applicable and requested.

IV.                     Reports

• The Specialist shall be diligent in submitting quality and timely MEAL reports meeting all the donorcompliance expectations on monthly, quarterly, semi-annually, and annual basis.
• The Specialist shall coordinate all the MEAL reporting deliverables while closely working with partnermeal officers and program personnel on meeting the deadlines.
• The MEAL Specialist shall familiarize himself/herself with all the Oxfam’s reporting templates.
• The Specialist shall ensure that all the MEAL reports are fully reviewed by both the partner MEAL and program personnel and that feedback is integrated to produce quality report with necessary support.
• The Specialist shall lead in curating discussions on post formative MEAL findings with the program and theChief of Party, creating feasible action plans.
