The International Training and Education Center for Health (I-TECH) is a center in the University of
Washington’s Department of Global Health that works in partnership with the University of California, San Francisco. I-TECH has projects in more than 20 countries, and its worldwide staff work with local ministries of health, universities, non-governmental organizations, medical facilities, and other partners to support efficient, well-ordered health care systems that provide
high quality care to all citizens. I-TECH Malawi’s HIV Surveillance for Epidemic Control project focuses on provision of comprehensive and cost-effective support for capacity building and implementation of national surveillance systems and the generation of high-quality
epidemiological data collected in accordance with international standards.

DIRECTOR OF PROGRAMS – HUMAN RESOURCES FOR HEALTH (HRH)

Position Overview

Reporting to the Executive Director, the Director of Programs (HRH) will provide a strategic leadership role as a member of the Senior Management Team. This position will provide oversight and management of I-TECH Malawi programs and apply technical expertise and leadership to guide the strategic direction of program activities. The Director of Programs will manage a comprehensive health portfolio and will promote programmatic implementation, ensure high quality program deliverables and oversee a wide range of internal and external partnerships. This position will provide oversight of program expenditure of funds, compliance with regulations and cope with rapid changes in both funding and programmatic direction as dictated by the funder, and effectively use available resources to meet those expectations.

The Director of Programs will be responsible for developing new initiatives and coordinating resource
mobilization efforts. The position will provide oversight for the implementation of I-TECH’s scope of work and supervisory support to seconded Technical Assistants and central office program staff.

The Director of Programs will be based in Lilongwe, report to the Executive Director, work closely with the HRH technical teams, and collaborate with the Seattle-based team.

KEY RESPONSIBILITIES

Program Management, Implementation and Administration (30%): Success is measured by the
extent to which the Director of Programs applies I-TECH’s Management Practices to assure programs
are planned and implemented with high quality, on time, and within budget. The Director of Programs will ensure the following activities are accomplished:

• Provide oversight for implementation of program activities including support to MOH, Lighthouse, and other health systems strengthening initiatives.
• Collaborate with Executive Director, Deputy Director – Administrative Services, and Technical
• Assistants/Program Leads on annual program workplan and budget development, budget management and monitoring including for management of the sub-awards to MACRO and MBTS.
• In coordination with Executive Director, serve as an I-TECH liaison on HRH with the MOH and other implementing partners, including participation and representation at key meetings.
• Support Technical Assistants/Program Leads transition plan of program activities to MoH through strengthening capacity building of MoH counterparts and identifying key bottlenecks and possible solutions to the transition success.
• Develop and maintain strong local partnerships to further collaborative efforts and information-sharing.
• Assist with identification and development of new expansion areas and guide strategic planning and proposal/grant writing.
• Serve as a member of the core management team for the I-TECH Country Office. Staff Supervision, Mentorship and Staff Capacity Development (50%)
• Serve as supervisor to Technical Assistants/Program Leads.
• Participate in annual performance reviews for staff supervised and provide documentation of the review process for employee files.
• Support efficient functioning of I-TECH Malawi program teams through technical support, facilitation of regular all-staff and team meetings, and provision of regular ongoing feedback.
• Assist Executive Director in recruitment efforts, in collaboration with the Deputy Director – Administrative Services.
• Develop and implement interactive professional development training sessions.
• Coordinate or conduct bi-annual training to support staff skills in training, program planning, program management, M&E, or other topics. Reporting, Monitoring & Evaluation (M&E) (20%)
• Provide oversight for team data collection and reporting activities.
• Ensure systematic, consistent collection, compilation and dissemination of indicator data for different programs.
• Assist in reviewing and writing quarterly, or biannual and annual reports, as needed.

REQUIREMENTS

• Master’s Degree in Public Health, Health Administration, Business Administration, or a related field.
• Ten years of comparable work experience in program administration/management.
• Minimum of five-years’ experience in demonstrated experience in supervising managers, technical experts, and support staff.
• Excellent problem-solving, decision-making, organizational and communication skills with ability to prioritize multiple tasks and work effectively in a demanding environment.
• Excellent interpersonal skills, including patience, flexibility, diplomacy, willingness to listen, and respect for colleagues.
• Demonstrated ability to work collaboratively and independently.
• Clear written and verbal communication skills. Close attention to detail, and possess computer skills including MS Office, PowerPoint, and Excel.
• Demonstrated experience with budget development and management.
• Knowledge of and familiarity with international public health issues. Specific familiarity with HIV and AIDS care and treatment-related issues.
• Knowledge of and practical experience with health systems in Malawi.
• Experience working in a multidisciplinary and multicultural environment

PREFERRED QUALIFICATIONS

• Experience with USG funded programs, reporting requirements, and grant rules and regulations.
• Experience with proposal development

WORKING ENVIRONMENTAL CONDITIONS

This position is based at the I-TECH Malawi Country Office. The Director of Programs requires frequent participation in late evening telephone conference calls in order to accommodate time zone difference between Malawi and I-TECH Headquarters in Seattle
