VACANCY: DIRECTOR OF PLANNING AND DEVELOPMENT

The Roads Authority (RA) was established by the Roads Act No. 3 of 2006 to ensure that public roads are constructed, maintained or rehabilitated at all times; and to advise the Minister, and where appropriate, the Minister responsible for Local Government on the preparation and efficient and effective implementation of the Annual National Roads Program.

The Roads Authority (RA) is now inviting applications from suitably qualified Malawians to fill the vacant position of Director of Planning and Development tenable at its head office, Functional Building in Lilongwe.

The role of the Director of Planning and Development is to ensure effective implementation of planning, design, and research and development activities in RA including procurement, monitoring, and evaluation of the same.

The Director of Planning and Development reports to the Chief Executive Officer and is specifically responsible for. –

  • Formulating Annual Roads Programs;
  • Implementing traffic management measures for improved and enhanced traffic safety and flow;
  • Coordinating procurement functions within the department in liaison with the Procurement Division;
  • Initiating road infrastructure feasibility and design studies;
  • Ensuring road infrastructure projects compliance with prevailing standards including environmental and social management requirements;
  • Implementing road infrastructure research and development initiatives;
  • Coordinating efficient and effective road infrastructure data management analysis and producing standard and customized reports;
  • Coordinating road infrastructure network planning, monitoring, and evaluation; and
  • Preparing departmental monthly reports

The desired candidate must have the following qualifications, experience, knowledge, skills and abilities:-

  • A Bachelor’s degree in Civil Engineering with 7 years of professional experience in road planning and design, administration, and management positions;
  • A Master’s degree in Civil Engineering related field from a recognized University;
  • Post-graduate qualification in Transport Planning or Transport Economics or Construction Management and equivalent would be an advantage
  • Be a registered Civil Engineer;
  • Be conversant with Computer Aided Planning and Design packages for roads;
  • Strategic thinking skills;
  • Problem-solving and analytical skills;
  • Strong Leadership skills;
  • Strong interpersonal skills;
  • Ability to work in a team environment;
  • Good communication skills both oral and written; and
  • Attention to detail
