MEAL Officer Full Time

Reporting to: MEAL Coordinator

ROLE PURPOSE

The Monitoring, Evaluation, Accountability, and Learning (MEAL) officer is responsible for developing, designing, and supporting the coordination of all MEAL functions with implementation officers for all Rays of Hope Ministries programs and projects. In general, the incumbent will ensure that the programs/projects are implemented as defined by the theory of change and make recommendations for optimum gains.

KEY RESPONSIBILITIES

Provide Monitoring Evaluation, Accountability, and Learning related support to downstream staff and partners in the project. This includes:

• coordinating routine monitoring and training of relevant
• officers/partners in MEAL methodologies and tools (including sampling techniques, data collection tools and techniques, data analysis and reporting).
• Conduct analysis of program/project results to support evidence-based program decision-making.
• Support program teams to set up accountability mechanisms for
• beneficiaries and community members. Maintain the Complaint
• Response Mechanism (CRM) database and ensure the responsive use of accountability mechanisms.
• Support and follow up on monitoring findings.
• Develop and manage the Management Information System (database) and relevant tools for the project.
• Develop MEAL tools and guidelines
• Develop up-to-date quarterly output performance reports.
• Develop and implement a MEAL framework.
• Develop and implement quarterly and annual Monitoring, Evaluation,
• Accountability and Learning Plans for the Project
• Provide ongoing support in reviewing the MEAL framework, plans and tools for the project
• Undertake data quality assurance (DQA) of the projects.
• Provide support in regular documentation and sharing/dissemination of lessons learned, case studies, and best practices (through monthly, quarterly and annual reports, presentations, etc) to inform on-going implementation, advocacy, and future programming.
• Compile and disseminate project reports (monthly, quarterly, and annual reports, presentations, etc) to stakeholders at community and district levels, in collaboration with project and partner teams, to inform on- going implementation and future programming.
• Promote accountability in general and to children in particular, among all staff and volunteers at community and district levels in the program/project impact areas, through training, coaching, and follow-up, facilitating the establishment and utilization of appropriate feedback mechanisms to improve programming and enhance accountability.
• Support consistent and systematic integration of MEAL issues into the projects (identification of gaps in the implementation and facilitating identification of solutions to enhance quality implementation)
• Represent the program/project at relevant forums as requested by the Executive Director and partners.
• Facilitate downward and upward accountability of the team by compiling monthly, quarterly, and annual output performance reports including best practices stories for project learning.

QUALIFICATIONS, REQUIREMENTS, EXPERIENCE AND SKILLS

The ideal candidate should have:

• Bachelor’s Degree in M&E, Computer Science, Statistics, Demography, Mathematical Sciences or any other relevant discipline.
• Knowledge and experience in monitoring and evaluation, accountability, learning, research methodologies
• At least three to five years of hands-on experience in Monitoring,
• Evaluation and research work in the education sector or related development fields, preferably with a non-governmental organization.
• High-level ability in quantitative and qualitative research experience and expertise.
• Significant experience in designing and maintaining management information systems and tools.
• Excellent analytical skills and ability to effectively use Microsoft Excel, SPSS, STATA, Epi Info, and similar statistical packages or applications.
• High level of understanding and ability to critically review research/evaluation reports by independent consultants.
• Ability to communicate scientific data to communities, program staff, and partners in a simple and clear manner.
• Good personal organizational skills, including time management, and ability to meet deadlines and work under pressure.
• Willingness to work in challenging environments from time to time.
• Must have a clean and valid driving license.
