1. Background
The Centre for Agricultural Research and Development (CARD) is a Public Policy Research Institute of the Lilongwe University of Agriculture and Natural Resources (LUANAR). It was established in 1994 by the Government of Malawi, with financial support from the United States Agency for International Development (USAID), and the World Bank as a Centre of Excellence for undertaking high-quality and timely policy research in agriculture, rural development, environment, and natural resource management. The Centre has four pillars, namely, Policy Research, Training, Outreach, and Consultancy. Its policy research work revolves around six thematic areas: (i) Agricultural Production and Productivity; (ii) Agricultural Commercialization and Value Chain Analysis; (iii) Agrifood Systems and Transformation; (iv) Environment, Energy, and Climate Change; (v) Social Protection, Gender, and Resilience; and (vi) Data Science, Research Translation and Policy Influence. In line with the Malawi Vision 2063 and the National Research Agenda, CARD is committed to generating and transferring knowledge-based policy products for informing innovations for inclusive wealth creation and self-reliant households, communities, and the nation.
The Government of Malawi has secured funding from the International Development Association (IDA) to implement the Food System Resilience Programme (FSRP). In addition, the Government of Malawi through the Ministry of Agriculture (MoA) is implementing the Agricultural Commercialization (AGCOM) Project, which seeks to transform smallholder agriculture from subsistent to commercial farming. The MoA intends to use part of the funds to support the cost of digitizing a registry of farming households, profiling, and geo-mapping of farms in Malawi. The MoA has engaged CARD-LUANAR to therefore conduct a national census of digitizing and profiling farmers as well as geo- mapping their farms across all districts in Malawi for improved service delivery that is demand-driven and serves the best interest of each stakeholder. In light of this, CARD-LUANAR is inviting applications from suitably qualified candidates to be considered for temporary positions of Enumerators for the Digital Registration, Profiling, and Geo- Mapping of Farmers across all districts in Malawi.
2. Duties and Responsibilities
2.1. Digitally register and profile farmers as well as geo-map farm parcels;
2.2. Digitally submit quality data for registering, profiling and geo-mapping farmers and farm parcels; and
2.3. Any other survey related duties as assigned by the field supervisor.
3. Required Skills and Experience
3.1. A minimum of a Malawi Schools Certificate of Education (MSCE). Those with a Diploma in Agricultural -related courses will have an added advantage;
3.2. Must possess a smart phone with android version 9.0 and above that can support Computer Applications such as Survey Solutions;
3.3. In-depth questioning and active listening skills;
3.4. Familiar and willing to travel extensively and in hard-to-reach areas;
3.5. Able to walk long distances and in old hours;
3.6. Able to ride bicycle in remote areas all the time;
3.7. Must be available for the whole period of the census.
4. Terms and Conditions of Engagement
4.1. The successful candidates shall be engaged on a contract of one month, days spanning between June 2024 and August 2024.
